Montgomery County ICAC Task Force Investigation Leads to Same-Day Arrest in Oregon

WILLIS, TX -- On August 7, 2025, Sergeant J. Serratt of the Precinct 1 Constable’s Office, assigned to the Montgomery County District Attorney’s Internet Crimes Against Children (ICAC) Task Force, was conducting a proactive online investigation when he observed potential evidence of a live child victim.
At approximately 10:43 a.m., while communicating online with a suspect, the suspect sent several videos depicting himself with a child visible in the background. Recognizing the urgency and seriousness of the situation, Sgt. Serratt immediately began an investigation and called for assistance from fellow ICAC Task Force members from the Montgomery County Pct. 2 and Pct. 5 Constable’s Offices.
Through swift collaboration, the team identified the suspect as Matthew Anderson, a resident of Gold Beach, Oregon. Sgt. Serratt secured a warrant from the Montgomery County District Attorney’s Office for Sexual Performance by a Child and coordinated with local authorities in Oregon.
At 9:20 p.m. that same day, the Gold Beach Police Department arrested Anderson. Oregon authorities are continuing to investigate and may pursue additional charges.
