Montgomery County ICAC Task Force Arrests Midland Man in Online Child Exploitation Case

WILLIS, TX -- On August 28, 2025, Sergeant J. Serratt of the Precinct 1 Constable’s Office, assigned to the Montgomery County District Attorney’s Internet Crimes Against Children (ICAC) Task Force, conducted a proactive online investigation. During communication with a suspect, the suspect sent images of a potential victim. Recognizing the urgency and potential involvement of a live victim, Sergeant Serratt immediately launched an investigation.

With the assistance of other ICAC Task Force members, the suspect was identified as Derek Collins, a resident of Midland, Texas. Sergeant Serratt secured warrants from the Montgomery County District Attorney’s Office for:

1 count of Online Solicitation of a Minor
2 counts of Invasive Visual Recording

Sergeant Serratt coordinated with local authorities in Midland, Texas, and the suspect was arrested by the Midland Police Department at 5:00 PM on the same day. During their investigation, the Midland Police Department also charged Collins with Possession of Child Pornography. The child victim was released to an uninvolved family member. The case remains under investigation for potential additional charges.
