Houston Man Arrested on Child Pornography and AI-Generated Child Pornography Charges Following ICAC Investigation

WILLIS, TX -- The Montgomery County Precinct 1 Constable’s Office Internet Crimes Against Children (ICAC) Division, in partnership with the Houston Police Department ICAC Task Force, announces the arrest of Allen Parrish Powell, 58, of Houston, on charges of Possession of Child Pornography and AI-Generated Child Pornography.

The case began when Sgt. J. Serratt launched a proactive investigation into Powell for AI-generated child pornography. During this time, Detective Cedra of the Houston Police Department was also conducting a separate investigation into Powell for child pornography.

On July 7, 2026, detectives from the Houston Metro ICAC Task Force, led by Detective Cedra and Sgt. J. Serratt, executed a search warrant at Powell’s Houston residence. Powell was arrested and faces charges from the Houston Police Department for Possession of Child Pornography, as well as separate charges from Sgt. J. Serratt for AI-Generated Child Pornography.

“This case is a reminder that predators are increasingly using AI tools to generate exploitative material, but they are not beyond the reach of investigators,” said Constable Cash. “Our task force will continue to work with our partner agencies to identify and hold these offenders accountable.”
