Historic Promotion Ceremony at Conroe Police Department

CONROE, TX -- On August 4, 2025, we proudly held one of the most significant promotion ceremonies in the history of the Conroe Police Department. This milestone event not only celebrated the advancement of several outstanding officers but also acknowledged their dedication, service, and leadership within our community. Additionally, it marked the introduction of the Captain rank.

Please join us in congratulating the following officers on their well-deserved promotions:

Deputy Chief Daniel Markham
Daniel Markham joined the Conroe Police Department as a recruit in October 2013, where he earned the Top Overall Recruit Award. He graduated in April 2014 and subsequently worked in the Patrol Division, becoming an Intoxilyzer Operator, Drug Recognition Expert, and Field Training Officer. Markham served as a member of the SWAT team, eventually rising to the position of SWAT Team Commander and TCOLE Training Instructor. He was promoted to Sergeant in January 2022 and to Lieutenant in August 2024. His honors include a Outstanding Service Award, Life Saving Award, and Supervisor of the Year Award.

Captain Dorcy McGinnis
Dorcy McGinnis began her career with the Conroe Police Department in January 2002, serving as a patrol officer, narcotics detective, and financial crimes investigator, as well as working with the FBI’s ICAC Task Force. She was promoted to the rank of Sergeant in March 2011, where she served in the Patrol Division, Criminal Investigation Division (CID), and as the Public Information Officer. In April 2016, she was promoted to Lieutenant, overseeing the Professional Services and Criminal Investigations Divisions. Captain McGinnis has received multiple commendations, including the Supervisor of the Year Award. She holds a bachelor's degree from Stephen F. Austin University and a master's degree from the University of Houston. Additionally, she is a graduate of the Bill Blackwood Law Enforcement Management Institute and the FBI National Academy.

Captain Jeff Bradford
Jeff Bradford began his law enforcement career with the Montgomery County Sheriff's Office before joining the Conroe Police Department as a Patrol Officer in January 1995. Throughout his tenure, he has held various positions, including Field Training Officer, Honor Guard member, and Crime Scene Unit Detective.
He was promoted to Sergeant in March 2003, where he took on the role of Field Training Supervisor. In March 2010, he became the Training Sergeant at the Conroe Law Enforcement Training Center. In January 2022, he was promoted to Lieutenant.
Captain Bradford has received numerous accolades, including the Life Saving Award, Officer of the Year, and Supervisor of the Year. He holds a bachelor's degree in criminal justice from Sam Houston State University.

Captain Scott McCann
Scott McCann began his law enforcement career with the Conroe Police Department in June 2006, after serving honorably in the United States Army and working with the Montgomery County Sheriff’s Office. Throughout his career, he has held various positions, including field training officer, intoxilyzer operator, member of the bicycle unit, SWAT team member, patrol sergeant, and CID sergeant.
McCann was promoted to sergeant in the Patrol Division in October 2013. He transitioned to the Criminal Investigation Division in November 2015, where he continued to serve until his promotion to captain.

Lieutenant Andres Garcia-Nuñez
Andres Garcia served in the United States Marine Corps and the Victoria Police Department before joining the Conroe Police Department in June 2016. He became a Training Officer in October 2019 and was promoted to Sergeant in January 2022, taking on roles such as Patrol Shift Supervisor Field Training Supervisor abd Traffic Unit Supervisor
Garcia has received several awards, including the Meritorious Service Award and the Life-Saving Award. He holds a bachelor’s degree in criminal justice from American Military University.

Lieutenant Justin Schubert
Justin Schubert joined the Conroe Police Department in February 2018 after serving with the Huntsville Police Department. He has worked as a Bicycle Unit member, Field Training Officer, and Intoxilyzer Operator in the Patrol Division.
Promoted to Sergeant in January 2022, he served as a patrol sergeant. Lieutenant Schubert holds a Bachelor's degree from Sam Houston State University.

Sergeant Ralph Horne
Ralph Horne began his career in November 2007 and has served in patrol, traffic, SWAT, and as a Crime Scene Investigator, Crash Reconstructionist, licensed drone pilot, and TCOLE Instructor. He has received a Meritorious Service Award and two Outstanding Service Awards. Sergeant Horne holds a Bachelor’s degree from Stephen F. Austin State University.

Sergeant Michael Moote
Michael Moote began his career with the Conroe Police Department in January 2017, following service as a U.S. Army Paralegal and Detention Officer with the Montgomery County Sheriff’s Office. He has served as a patrol officer, Field Training Officer, Honor Guard member, Intoxilyzer Operator, Bicycle Unit member, and Resource Officer. He has received multiple commendations, an Outstanding Service Award, and Meritorious Service Awards.

Sergeant Paul Caughman
Paul Caughman joined the Conroe Police Department as a Police Recruit in June 2012 after graduating from Sam Houston State University. He graduated with Class 12-3 in November 2012. Caughman has served as a Field Training Officer, UAV Operator, and member of the Special Response Group. He has received a Life Saving Award and a Lieutenant's Commendation.

Sergeant Carlos Ramirez
Carlos Ramirez began his career with the Conroe Police Department as a recruit in September 2015 with Conroe Police Academy Class 15-7. Upon graduating from the academy in March 2016, he was assigned to the Patrol Division. While in Patrol, Ramirez served as a Field Training Officer. Sergeant Ramirez holds a Bachelor’s degree in Criminal Justice from Sam Houston State University.

We are incredibly proud of each of these individuals and their unwavering commitment to the City of Conroe. Their leadership will help shape the future of the department for years to come. Congratulations!!!
