Montgomery County Judge Mark Keough Demands Immediate Action in Calfee Middle School Water Crisis

CONROE, TX -- On the third day of what is now being described as a “water hostage crisis” at Calfee Middle School, Montgomery County Judge Mark Keough is calling out the City of Conroe for its continued refusal to restore water service to the new campus—just six days before students are set to return to school.

Despite what Keough describes as “clear and irrefutable evidence” supporting the urgent need to reconnect water service, the taps remain dry. The judge says city administrators are putting personal ego and unchecked authority ahead of the needs of children, teachers, and taxpayers.

“Let’s be honest: It has become crystal clear that the city administrators believe they are above the law and above the elected officials they supposedly serve,” said Judge Keough. “Fueled by ego and unchecked power, they are choosing to ignore the will of the people and are putting kids, teachers, and taxpayers in the crossfire.”

Keough is urging the Conroe City Council to intervene, publicly challenging council members to rein in what he views as rogue city administrators acting without accountability.

“You’ve heard the outcry of support to restore the water from the public. So I ask you, how can you justify allowing these unelected bureaucrats to continue operating unchecked, running this city with no accountability, even undermining your own authority?” he asked.
“Only one council member, Howard Wood, has had the courage to stand for what is right. I commend him for that.”

Keough is also calling on the Texas Attorney General and other appropriate law enforcement agencies to investigate what he believes may be evidence of corruption, retaliation, and abuse of power within Conroe City Hall.

“Where there’s smoke, there’s fire. And Conroe City Hall is burning,” Keough stated. “It’s time to lead, or it’s time to step aside.”

With students set to enter Calfee Middle School in less than a week, Judge Keough is urging immediate action to resolve the crisis.

“The kids are waiting for the adults in the room to finally stand up. I am standing. Conroe, will you stand with me and turn on the water?”

UPCOMING CITY COUNCIL MEETING
The City of Conroe will post for a Special City Council Meeting tomorrow to be held on Saturday, August 9th, 2025, at 10:00 AM in the City Council Chambers, on the First Floor of the Conroe Tower, located at 300 W. Davis, Conroe, Texas. The meeting will address the status of Willis ISD’s Calfee Middle School and other concerns.
