Precinct 1 Constable's Marine Division Arrests Suspect in Lake Conroe Indecent Exposure Case
CONROE, TX -- On August 31, 2020 the Precinct 1 Constable’s Office Marine Division completed a three (3) month investigation that led to the arrest of William Guins, for Indecent Exposure.
In April of this year the Precinct 1 Constable’s Office was contacted about an Indecent Exposure incident that had occurred on Lake Conroe. The nineteen year old female victim advised that while sunbathing on her jet ski on the lake, she was approached by the suspect in his boat. The male suspect asked the victim if she needed a ride and when the victim looked up, she noticed that the male was completely naked. The teenaged victim immediately left the area and contacted the Precinct 1 Marine Division.
Approximately a month later in May, the victim again contacted the Constable’s office and advised that she was out on the lake and observed same boat and male suspect who had exposed himself to her a month earlier. This time the victim was able to use her cell phone to capture a photograph of the suspect’s boat. From this photograph, Lake Units were able to develop a suspect.
The victim further advised that on August 11th, 2020, the same suspect parked his boat at party cove (an area on Lake Conroe) in close proximity to where the victim was parked. According to the victim the suspect then got out of his boat and into the water, watching the victim the entire time he was there. The Marine Division presented the case file to the District Attorney’s office and obtained an arrest warrant for the suspect for Indecent Exposure.
The Constable’s office believes that this may have not been an isolated incident and asks anyone with information to call our office. The Constable always says “Be Sensible, Be Safe”, when using the lake and report all suspicious activity immediately. We are here for you.
